PROFESSIONAL EXPERIENCE:
L. E. Peabody & Associates, Inc. (since 1987) -- Ms. Kay has over twenty-five (25) years of experience in providing analytical support for economic studies of transportation. Ms. Kay provided analytical support in the preparation of cost and operational data for rail movements of numerous commodities for use in contract negotiations, strategic sourcing and litigation proceedings.
Ms. Kay executed numerous research and data collection projects for all transportation modes and is very skilled in development of computer models and database management.
Ms. Kay performed numerous analyses of the Surface Transportation Board's ("STB") Costed Waybill and Public Waybill File to support economic studies and evidence in various projects. Ms. Kay uses the Public Waybill File on an ongoing basis to develop benchmarking analyses of specific rail movements. In addition, Ms. Kay performs benchmarking analyses of truck- load, less-than-truckload, intermodal, air, freight, and small package shipments.
Ms. Kay is familiar with the detailed workings of the maximum rate procedures used by the STB for both coal and non-coal traffic. She developed specific detailed analyses to determine if a reduction in rates is warranted based on both the stand-alone cost test and the non-coal maximum rate standard. Ms. Kay's duties included development of Uniform Railroad Costing System costs for the movement of coal, iron ore, steel, chemicals, copper concentrate, grain, and other commodities including the development of actual operating parameters, indexing procedures and preparation of exhibits for use in litigation before federal and state regulatory agencies.
Previous Related Experience -- Prior to joining L. E. Peabody & Associates, Inc., Ms. Kay was employed by the transportation consulting firms of Wyer, Dick & Associates, Inc. and George C. Shaffer Associates, Inc. for over seven years. She participated in field studies to acquire operational and cost data and helped prepare rate justifications for the motor carrier industry including development of unit costs specific to tank truck carriers for use in a computerized costing program. From October 1995 through December 1996, Ms. Kay was employed by A.T. Kearney and assigned to its Transportation Negotiations Management Practice.
EDUCATION:
Northern Virginia Community College -- Coursework in Business with an emphasis in Accounting.
