JAMES R. WELLS PROJECT DIRECTOR
PROFESSIONAL EXPERIENCE:
L. E. Peabody & Associates, Inc. (Since 2001) -- Mr. Wells has over forty (40) years of experience in the field of transportation. He has thirty (30) years of experience in serving the Federal Government sector and over ten (10) years of experience in serving in the private sector. Mr. Wells has assisted Federal Government agencies, state Department of Transportation agencies, railroads, shippers and pipeline companies.
Government Sector -- Mr. Wells' government service was with the Rail Services Planning Office ("RSPO"), Interstate Commerce Commission ("ICC")and its successor the Surface Transportation Board ("STB").
During his tenure with RSPO, Mr. Wells was responsible for the development and design of regulations governing the computation of freight operating subsidies, separation of cost between commuter and freight users of a single rail facility, the sharing of costs in the Northeast Corridor, provision of financial and traffic data in abandonment proceedings, and the reasonably expected costs in determining light density line surcharges. He also designed the Branch Line Accounting System which is a responsibility level based data set.
While at the ICC/STB, Mr. Wells completed numerous analyses of the cost related evidence presented in proceedings before the agency related to maximum rate reasonableness, rail abandonments, demurrage provisions, trackage rights compensation and operating subsidies. In addition, he was a member of the agency task force involved with the Burlington Northern/ Santa Fe and the Union Pacific/Southern Pacific mergers. Mr. Wells' assignments at the ICC/STB required an in-depth knowledge of the various formulas employed by the agency with particular emphasis on the Uniform Rail Costing System ("URCS").
Private Sector -- Mr. Wells has conducted studies on behalf of chemical companies which evaluated the efficiency of switching operations provided by Class I railroads, short line railroads, third party contractors, and plant personnel. These studies addressed all phases of plant related rail car services. Mr. Wells has evaluated operational impacts related to intra-plant rail service resulting from plant track designs in connection with plant location. Mr. Wells has evaluated the cost system used by Amtrak in developing current and projected financial operating results.
Mr. Wells has designed and developed procedures to compute operating and capital costs for terminal switching studies that were implemented for the purpose of calculating the costs of handling cars within terminal areas for various classifications of switching functions. He was also a major participant in shipper/railroad joint studies that determined the rates for all inbound and outbound products, at multiple plant sites. Analyses were also performed on the advantages and disadvantages of providing intra-plant services with company owned equipment and personnel.
Mr. Wells has prepared testimony and appeared as a witness in formal proceedings before the ICC/STB on behalf of railroads, pipelines and shippers. Mr. Wells also has provided cost and transportation availability data to manufacturing corporations for plant site location decisions. The information developed included the availability of rail and truck carriers for handling the finished products as well as the inbound movement of raw and semi-finished materials.
EDUCATION:
Mr. Wells received a degree in accounting from Benjamin Franklin University in 1960 and he is a Certified Public Accountant.
