KWAME E. SCROGGINS
PROJECT MANAGER

PROFESSIONAL EXPERIENCE:

L. E. Peabody & Associates, Inc. (since 2002) -- Mr. Scroggins has over twenty (20) years of experience in the field of economic consulting. Mr. Scroggins has provided analytical support required in the development and presentation of evidence and in the negotiations of transportation contracts.

From 1999 to 2002, as a Senior Associate at Reebie Associates, a Management and Transportation Consulting firm located in Stamford, Connecticut, Mr. Scroggins had the responsibility for providing computer related technical support, training and troubleshooting to the professional staff. In this capacity he was involved in the support of various client projects as well as the continuing development of the firm's data services, TRANSEARCH, Carrier CostLine and Freight Locater. Using ArcView Mr. Scroggins designed and displayed visual representations of TRANSEARCH and Freight Locater data, for key promotional efforts, presentations, and project deliverables.

For the annual TRANSEARCH update Mr. Scroggins was responsible for merging motor carrier traffic flow data exchange information received from both truckload and LTL carriers; and for processing the rail waybill. He programmed custom TRANSEARCH traffic flows for the states of Michigan, Wisconsin and Texas. For several clients he analyzed agriculture and forest products movements by truck, taking raw production data by county or district. Using a combination of information on distribution patterns of products, consumption, and location of warehouses, elevators and other processing plants by county, gained from Freight Locater or the individual state, he developed commodity flow patterns. These data were used by the states as input for a variety of planning and policy decisions. At Reebie Associates he also administered Windows NT Server 4.0 TCP/IP LAN and WAN link, and installed, configured and maintained the computers running current business and communications software.

From 1986 to 1999, as a Consultant at Snavely, King, Majoros, O'Connor, & Lee, an Economic Consulting firm located in Washington, DC, Mr. Scroggins provided consulting services to a variety of clients in the communications, utilities and transportation industries in the areas of economic research and advanced analytical model development. In one project for Snavely King, Mr. Scroggins combined large databases of traffic flows to develop past and current market share information on Union Pacific Railroad for the Kansas City Southern Railway, an opponent of the Union Pacific/Southern Pacific merger application. For the Norfolk Southern Railway, who wished to acquire Consolidated Rail Corporation, he combined traffic flow databases of NS, CR and CSX for analysis of competitive and service benefits should the acquisition be approved. He also furnished litigation support and analysis, prepared documentation and exhibits and did research for testimony. Earlier, for another part of the company, he had responsibility for the maintenance of the firm's automated accounting system.

EDUCATION:

A BS in Business, National - Louis University, McLean / Washington, DC in process.
A MCSE (Microsoft Certified Systems Engineer) in process.
He completed a ten (10) month program in Computer Technology from the Control Data Institute in 1972.
He completed a six (6) month program in Computer Programming in 1978 from the Computer Learning Center.
He completed courses in economics, statistics, and accounting at University of The District of Columbia in 1994 and 1995.
