PROFESSIONAL EXPERIENCE:
L. E. Peabody & Associates, Inc. (since 2007) – Ms. Scroggins has ten years of experience in database, information, and project management; market and statistical analyses; and online research. Ms. Scroggins conducts advanced quantitative transportation analyses for litigation support by collecting, evaluating, and summarizing transportation costs and revenue associated with coal movement data to various electric utility companies across the United States. Using rail routing, mileage, and mapping software, Ms. Scroggins prepares rail system maps and detailed routing reports to illustrate coal movement and calculate mileage based on railroad selection for route entry.
Prior to joining L. E. Peabody & Associates, Inc., Ms. Scroggins was employed by a business and litigation consulting firm for five years as a research and market analyst. Ms. Scroggins performed crude oil and petroleum product market analyses, collected data and produced analytical reports from proprietary energy industry databases, constructed spreadsheet computer models for use in litigation, and researched public databases for information relevant to specific litigation issues.
Ms. Scroggins was primarily responsible for monitoring the retail electricity market in the District of Columbia to ensure that the market was not being adversely affected by anticompetitive conduct. For both residential and commercial retail electric power markets in the District, Ms. Scroggins collected information on the demand for electricity and on the rates, prices, and cost savings available to ratepayers. Ms. Scroggins designed a 40-page training manual that outlined how to effectively analyze and monitor the retail electricity market in the District.
Ms. Scroggins is adept at working with clients to leverage market research and statistical data to make sound business decisions and meet business objectives.
EDUCATION:
Ms. Scroggins received a B.S. in Biology with Honors from Stillman College and an MBA from the University of Phoenix.
