DANIEL L. FAPP
VICE PRESIDENT

PROFESSIONAL EXPERIENCE:

L. E. Peabody & Associates, Inc. (Since 1997) -- Mr. Fapp has over fifteen (15) years experience in solving transportation, information systems, manufacturing and service operation issues. His work experience encompasses assisting clients in mining and raw materials, light manufacturing and service operation industries. Mr. Fapp also has directed projects at both the domestic and international levels.

Mr. Fapp's primary experience lies in the fields of transportation management, optimization and cost improvement. He has designed and executed analyses of the capital and operating costs of moving bulk commodities by diverse modes of transportation including rail, full truckload, less than truckload and ocean vessel. Mr. Fapp also has established domestic and international logistical networks for the movement of metal concentrates and refined copper between mines, smelters and refineries in North America, South America and Asia. In establishing these networks, he negotiated rail contracts and ocean vessel charter parties, selected stevedores, ship's agents and customs brokers and established importation documentation and letter of credit procedures.

Mr. Fapp has directed and managed sourcing and core carrier engagements as both a consultant and as an industry practitioner. These engagements have led to the selection of primary and secondary less-than-truck load, air express and parcel carriers. He also has participated in and managed consortium sourcing projects in the small package express and fleet management arenas. In these various engagements. Mr. Fapp has worked with numerous service providers, including Overnight Transportation, Yellow Transportation, Airborne Express, PH&H Fleet Services and General motors. Mr. Fapp also has served on the management team overseeing the implementation of a core carrier program and has been involved in and directed negotiations with regional and national truckload carriers.

Mr. Fapp has designed and executed projects dealing with the selection and implementation of transportation management systems ("TMS") and transportation planning systems ("TPS"). In these projects, he assessed the functional, organizational, and technical requirements, determined the appropriate software acquisition strategy, and implemented the selected software solution. Additionally, within the electronic commerce domain, Mr. Fapp has developed the policies and procedures for electronic invoicing and payments, as well as for tracking and tracing motor carrier and rail shipments. These projects have allowed Mr. Fapp to work with Ariba, Premenos, Marcam, Software 200 and Realistic Systems.

Mr. Fapp has served as an officer and director of three short line railroad companies where he developed detailed operating and capital budgets, determined least cost operating methods, participated as a member of the railroad management team leading the acquisition of a new railroad properties. Mr. Fapp has participated in and managed several projects assisting short-line railroads. In these engagements, he assisted short-line railroads in their negotiations with connecting Class I carriers, performed railroad property and business evaluations, and worked on rail line abandonment projects. Mr. Fapp also has assisted shippers in their negotiations with rail carriers and has participated in maximum reasonable rate proceedings and arbitrations.

Previous Related Experience -- Prior to joining L. E. Peabody and Associates, Inc., Mr. Fapp was employed by BHP Copper Inc. in the role of Transportation Manager - Finance and Administration and where he also served as Secretary and Treasurer of the San Manual Arizona, Magma Arizona and BHP Nevada Railroads. He has also held management positions with Arizona Lithographers and MCA/Universal Corporation.

EDUCATION:

Mr. Fapp received a BS in Business Administration (Marketing) from California State University, Northridge in 1987 and an MBA from the University of Arizona's Eller School of Management in 1993, specializing in finance and operations management.

PROFESSIONAL ORGANIZATIONS:
