the 1950's. Since that time, L. E. Peabody & Associates, Inc. has conducted numerous
avoidable cost studies of commuter operations, and we have been involved in the evolution of rail
passenger service costing methodologies. We have assisted passenger agencies in federal and
state rule-making proceedings which established guidelines for determining commuter
service costs.

commuter agencies in preparing Facilities Utilization Plans, Manpower Utilization
Plans, and Force Re-deployment Analyses that are the basic building blocks to
determine the cost of providing rail passenger service. We have developed detailed
costing procedures which utilize specific railroad accounting systems. We have been involved in
passenger revenue and ridership issues as well as liability and risk management for commuter
agencies.
